A congressional probe has revealed evidence that China is utilizing artificial intelligence (AI) to steal American technology and people’s data. This comes as several countries have issued warnings to Silicon Valley tech leaders, urging them to be vigilant against China’s tech theft.
While cyber espionage and theft by China is not a new concern for U.S. officials, Rep. Darrell Issa is urging people to prepare for a world where powerful supercomputers can predict adversaries’ every move. According to Mr. Issa, the Chinese government is using AI to steal intellectual property and deny inventors their rights.
The investigation conducted by the House Judiciary Committee’s intellectual property panel included input from former American intelligence officials, such as former CIA officer William C. Hannas. Hannas, who currently works as an analyst at Georgetown University, warned that China’s tech transfer programs pose significant threats, particularly with the advent of AI.
The concerns regarding China’s use of AI for cyber espionage have prompted the FBI Director Christopher A. Wray to host intelligence directors from other nations to discuss the threat of Chinese theft of tech innovation. Mr. Wray emphasized that the Chinese Communist Party plans to employ stolen AI to enhance its hacking efforts.

Mr. Hannas proposed the establishment of a National Science and Technology Analysis Center outside of the intelligence community to forecast, analyze, diminish, and interdict foreign threats to U.S. science and technology.
